 <note>ABSTRAK&#13;
Kemajuan teknologi informasi telah mengubah metode pengujian konvensional. Pengujian dan&#13;
evaluasi berbasis kertas mulai banyak ditinggalkan karena membutuhkan waktu lebih lama untuk&#13;
memproses dan memberikan umpan balik. Penelitian ini bertujuan untuk mengembangkan aplikasi tes&#13;
adaptif berbasis web, computerized adaptif test (CAT), dimana peserta tes akan menerima soal tes sesuai&#13;
dengan kemampuannya. Proses pengembangan web tool menggunakan model waterfall meliputi empat&#13;
kegiatan utama, yaitu: (1) inisialisasi, (2) analisa sistem, (3) desain sistem, (4) development system, dan(5)&#13;
pengujian. Model analisis butir tes dalam penelitian ini menggunakan parameter dua logistik (2PL) yaitu&#13;
tingkat kesulitan butir soal (b) dan indeks daya beda butir (a). Materi tes dikalibrasi melalui serangkaian uji&#13;
coba dengan melibatkan siswa SMP di Yogyakarta. Proses kalibrasi dilakukan dengan menggunakan&#13;
bantuan program R dan menghasilkan butir soal dengan tingkat kesulitan dan daya beda butir. Butir soal&#13;
yang baik dijadikan sebagai bank soal dan dimasukkan dalam database sistem. Prosedur pemilihan butir&#13;
soal menggunakan algoritma fuzzy dengan model Tsukamoto. Hasil penelitian menunjukkan bahwa Web&#13;
tool CAT yang dikembangkan dapat mengemas pemilihan butir soal yang tepat sesuai dengan kemampuan&#13;
siswa, mampu mengelola bank soal, menampilkan butir-butir tes sesuai dengan kemampuan siswa,&#13;
memunculkan pilihan jawaban secara acak, dan mengatur banyaknya butir tes yang diberikan kepada&#13;
siswa sesuai dengan tingkat kemampuannya. Aplikasi Web tool CAT mampu mengukur kemampuan&#13;
siswa&#13;

ABSTRACT&#13;
The advancement of information technology had changed conventional methods of testing. Paper based&#13;
testing and evaluation began to decline due to it takes longer time to process and providing feedback. This&#13;
study aims to develop a web based adaptive test application, computerized adaptive test (CAT), whom test&#13;
participants will receive test questions according to their abilities. The web tool development process using&#13;
the waterfall model includes five main activities, namely: (1) inisialization, (2) analysis, (3) design, (4)&#13;
implementation, and (5) testing. The test item analysis model in this study uses two logistical parameters&#13;
(2PL), namely the level of difficulty of the item (b) and the item discriminatory index (a). The test material&#13;
was calibrated through a series of trials involving junior high school students in Yogyakarta. The&#13;
calibration process is carried out using the R program and produces items with different levels of difficulty&#13;
and power. Good question items are used as a question bank and entered in the system database. The&#13;
procedure for selecting items uses a fuzzy algorithm using the Tsukamoto model. The results showed that&#13;
the developed CAT Web tool was able to package the selection of the right questions according to students'&#13;
abilities, was able to manage a question bank, display test items according to students' abilities, generate&#13;
random answer choices, and adjust the number of test items given to students according to their ability&#13;
level. The CAT Web tool application is able to measure students' abilities&#13;
